There needs to be an easier way to gain / send reputation points, as nobody ever feels like trying to click that tiny scale above the user's post...abd it's kind of hard to keep track if you are a tad new.

I do it sometimes if there is a point in the post that I highly agree with. There really isn't any other reason to do so, so a new way to do the process would be highly unnecessary. I'm sure that if you (or anyone else) haven't received any rep, it's because nobody has seen a reason to do so.

But how do you even send rep to begin with?

To send a rep, look at the post itself. On the top right of the post box, you'll see the post number, a scale, and a triangle. (It's in the dark green top border) Click on the scale, and I think you can figure it out from there.

I'm with pooh, I mean if I like a post or think that someone is being helpful I'll give rep. If someone does a thing I don't agree with (not in an argumentative type way only in a you shouldn't have said that it's rude kind of way), then I will give bad rep. I also gave bad rep to people who replied to spam bots back when I was raging about it so they would stop freakin doing it lol!

I was agreeing with you. And also nah I didn't give you bad rep over it, this was ages ago when everyone was responding to them and I'm just like DAAAAAA ITS A SPAM BOT STOP RESPONDING IN THOSE THREADS IT MAKES IT HARD TO TELL WHATS SPAM AND WHATS NOT DAAAAAA and I posted about it and some people still did it so I got annoyed and gave bad rep for them lol.

Yep, I think it's 20 rep now. :) The rule started out with 10 before, but apparently it's been increased to 20 (http://bunnibunni.com/forums/showpost.php?p=34657&postcount=4), since everyone gets some by default at joining.
So, to recap, either one of these conditions needs to be met:
5 posts and 2 days registered
5 posts and 20 reputation points

From Rose's explanation, it seems that rep points and registration time are interchangeable (either one or the other); the only common requirement is the postcount. :)
Yep, kinda confusing, and can't tell for sure without peeking into the backend settings.
