Well, if it isn't in the silver store yet.. or steel store, I don't remember the specific name, the store that's the most new... anyways, if it isn't there yet, then continue to do quests or 'jobs' of the female bunnie(s) and ghosts, eventually it will show up, then all you will need to do is gather the proper necessities to buy it [make it]

My guess is you have a glitch.
sadly the only way to fix this right now is to start a new account...

Try to purchase bomb and bom the steel store (the one that have legendary sawmill, medium black hill, wedding dress, small rose garden, and small gold hill), after that rebuild it if can. If not, well you have no other option than restart.
